Strategy
Panic is a relatively cheap way to get out of the way of enemy attacks while also being one of the few sources of Shield that Riggs's deck provides. Pair it with Evade cards and, in conjunction with its low cost, use your Evade to adapt to whichever direction you go. The Shield it provides lets you take a chip shot here and there. The 0 damage attack doesn't do anything on its own, but there are ways to get some use out of it, such as Grazer Beam, Overdrive, or Powerdrive.
The A upgrade lets you choose which direction you go, which can be nice if your Evade isn't as strong; every once in a while the unupgraded version may put you in more trouble than you started with, and if you don't have Evade to spare this could result in you taking damage.
The B upgrade adds another 0 damage attack at the start. It should only be considered if you have a lot of ways to capitalize on 0 damage attacks, such as Grazer Beam, Overdrive, or Powerdrive
