Strategy

Echo allows you to recur cards, setting them up for next turn, but at a rather high cost. Note that Echo, when played, slows down your card draw by 2 (drawing it, and the recurred card), and costs Energy for an effect that generally doesn't help you this turn (unless you have card draw; but you'd need to afford this card, the card draw, and the target to play it this turn). It can help set up combos for next turn, such as Juke and Strafe, but isn't a super reliable way to do that. It can put Charge Beam on top of the deck, in some cases letting you charge it faster; again, this is quite situational. This card suffers quite badly in comparison to Selective Memory, admittedly a rare card. It is just generally too slow and unreliable to be worth it most of the time.

Its A upgrade makes it 0 cost, helping you use it in conjunction with other cards such as card draw. A good upgrade on a not-so-good card.

Its B upgrade essentially adds a draw 1 effect to it, which when you put it that way isn't a great upgrade in comparison to e.g. Options's B upgrade. Since Echo is one of the cards in your hand when you draw it, it's hard to believe this will help you line up combos most of the time.
