Strategy

Dizzy.EXE, as you'd expect, will tend to produce ways to improve your Shield. Dizzy's common pool is fairly consistent this way. There are also sources of Stun amongst Dizzy's common pool, including Stun Charge, so it can be good to keep one attack unused before using this card to ensure that you can use that effectively if that's what you're offered. As Big Shield and Deflection are fairly good common options that cost 2 Energy base, it can be good to keep an Energy free when playing this as they still cost 1 Energy when Discounted.

Its A upgrade discounts it to 0, which is solid, as it is on many CAT cards, though cards that don't Exhaust are preferable choices.

Its B upgrade gives you 3 options. It'll improve its consistency somewhat, but for the most part, as long as Shield is something you're looking for, 2 cards should usually suffice to find something you want.
