Strategy
Pulse Barrier is a way for you to improve your Max Shield, enabling a heavy-Shield build. Its immediate Shield output isn't better than that of a Basic Block, so the Max Shield gain needs to be worthwhile for you for this to be draftable.
Its A upgrade becomes 0 cost, allowing you to play it alongside expensive Shield cards, while its B upgrade doubles its impact on your Max Shield.
