Strategy
Refresh Interval aims to be an efficient source of Temporary Shield, giving 2 for a net of 0 Energy. A build that aims to tank hits well appreciates this, and Dizzy has a fair number of expensive cards to take advantage of the additional Energy next turn.
The A upgrade adds 1 Temporary Shield; an underwhelming upgrade compared to many others.
The B upgrade removes 1 Temporary Shield but makes it cost 1 less. While the energy cost is appreciated, many other cards don't have to pay for it in effect, although if your deck needs Energy-reducing upgrades this is indeed one of them, even if there are others that don't cost you Temporary Shield.
