Initial Booster is an artifact for CAT that gives your Basic Shots +1 damage.

Strategy

This is a very useful damage boost early in a run, especially on harder difficulties where you can start with up to 3 Basic Shots. It could be a dud later if you've removed your Basic Shots. Upgrade to Basic Shot A for maximum impact.

CAT has AI Overflow (particularly its B upgrade), giving you a way of spamming these to great effect (provided you upgrade your Basic Shots to their A upgrade) later in runs too.
