Clarification
It has a counter that increments at the start of your turn. This counter does not reset between combats. Every time it hits 3, it resets and gives you 1 Energy.
Strategy
A steady drumbeat of Energy throughout a fight can add up, even if it's dependent on your draws how good it is. If you have a fight under control, you may choose to stall to get this artifact's counter to 2, then finish off the enemy to leave it on 2. That way, you'll gain Energy on your first turn of the next fight, causing it to produce more overall output, and be at least as good as Prepped Batteries.
